Finasteride can be prescribed at 18, but you should be cautious if you think you are a late bloomer. But if you are a super early bloomer and became virtually fully developed at 16 lets say, then you should talk to your doctor about getting on finasteride.

my dad was the same balding early and ended up with NW 3 at 50+ yo that's decent

besides I would only need to achieve good hairline with HT then if i continue balding i will either 1. get another transplant 2. get hairsystem and wear just behind my hairline for natural look

Grow your hair out. Literally nobody knows that I'm balding because of my curls. You also need a competent barber to keep your fringe neat. That being said, your hairloss is aggressive since you're only 17. Without Fin you WILL be bald.
