Can you be PSL 7-8 with brown eyes ?

Even the best looking men with brown eyes barely make it to PSL 6.5-7 . Are light eyes necessary as a finishing touch to bring you to the highest range ?

That’s not brown. More like a dark green shade

I think it’s possible but you absolutely need light colored eyes for that striking factor.
Looking striking is almost only coloring and with that eye color
