If you see "Instagram User" I think it just means she disabled her account,whereas if someone actually blocks you there profile completely vanishes.

If you want to verify this for yourself,log out of IG and try searching her username publicly in the searchbar and if it says "sorry this page is no longer available" then yeah her account is disabled.
