I had a very similar eye area to you and have gone through many surgeons. My recommendation is going to Dr. Eppley for:
inrfraorbital-saddle type implants
lower eyelid retraction w/grafts
Drill hole lateral canthoplasty

Just ask Eppley for this trifecta and you'll get a good result.
