Either born into it like any of the families or have connections and get recruited like Kissinger.

Go to an Elite school, work for Elite corpos, or just work for/get acquainted with Elites.

Also doesn't hurt to show you're willing to do whatever it takes to further their goals serving them well enough to where they might take an interest in you if you prove yourself to be particularly loyal and/or skilled.
