How do you fix sparse eyebrows?

Why would topical application be preferred over oral ingestion?
 
Only thing I know is valproic acid, but this is not a recommendation

Is topical better than oral? I thought topical allows you to target specific areas?

You can buy the topical solution and ingest it orally.
People usually have better results on oral, since it doesn't leave as much room for error.
Also you'll most likely experience better lashes, and hair. Bunch of benefits to doing it orally.
But if you strictly only want to target your eyebrows I suppose you could go for a topical solution, but it's tedious in comparison, trust me.
