College is your last hope, after that it's very difficult to make new friends and enter other social circles. Also don't rely only on the people you meet at courses, go and move in a dorm, it's a completely different experience - everyone there is from other towns, so they don't know many people too, it's very easy to hang out with them and make new friends...
Tinder and other apps are good for meeting girls, but don't think that you would somehow become friends with the friends of the girls you date from there, they are her friends not yours, if she breaks up with you they will be gone too, you need to have your own circle of friends.
