Hydration is more of like... a tightness to the skin. I always describe it as a feeling of cling wrap around my face. It's a dehydration thing. Lack of hydration can also cause overproduction of oils to try to compensate (bc the oils help prevent more hydration from coming out of the skin). Serums, toners, occlusive moisturizers help with this.
Moisture is more like roughness or dullness to the skin. It's also more of a dry skin thing (it lacks hydration and oils) so the skin won't have any surface oils. For lack of moisture (or oil), you can use emollient serums, emollient moisturizers, and facial oils.
Also, these two can be present in conjunction.
