If a woman is into you just saying whatever will start conversation. Just say "hello", ask her how's the weekend, or what she plans for summer vacation, bullshit like that, doesn't matter if you actually care for answer. If she's into you she will reply and get engaged in conversation as well, and "help" you carry it.

Sad truth is that you "don't know what to say" mainly because you know her reaction will not be like that, she probably won't respond, or will just respond with short few word sentence that will be in no way helping to carry the conversation, and you'll feel like you're talking to a wall
