I mean I don't think it's common but you can just ask. Just say it as flat out as possible.

"Hey do you think I can buy the blood from the meat you slaughter? I will pay for it. No reason for you to waste it, right?"

He might say no but I don't see why if you're a customer asking for a service. He'd be throwing the blood out anyway for the most part I'd presume.
