That's not possible, the max is 15, maybe 16 cm. Hat size is probably the easiest way to tell skull size, large or extra large hats = skull mogger.

Ya, that's not right, for instance no one's jaw is only half as wide as their forehead, and it's usually more like 4/5 as wide as their cheekbones. You need dial calipers and maybe more than one mirror to take precise measurements of your face, trying to do it from a picture is completely pointless.
