Is lack of overhead mobility a lats issue or a traps issue also

I have little to no overhead mobility, if I put my arms over my head I either go into super anterior pelvic tilt or hunchback, same thing happens if I stand as tall as I can so I physically can’t reach my full height. I know I should target stretching my lats and pecs and strengthening my traps, but is there anything else I need to target. I already have spent the last year strengthening my core and glutes, as well as stretching hip flexors and quads so I really don’t think those are issues anymore
