That makes 0 sense and has no basis in reality. Punjabis in India have extremely high alcohol consumption rates.

In reality, alcohol sucks for socialisation because it becomes a crutch for being low inhib, it causes you to do stupid stuff (tons of people cheat and hook up when drunk), makes you more prone to aggression and violence (fighting, drunk driving etc). In comparison, the positives aren't all that great.
