Let's get down to brass tacks.

Ankle weights are regularly used to maximize height, but most people do it wrong.

You shouldn't use ankle weights while sitting with your legs dangling. You should be standing, you moron.

The tension while sitting is less effective because some of the force is absorbed by the seat, resulting in less pure vertical traction.

The tension while standing is stronger because the weight of the leg plus gravity acts along the axis of the joint.

To demonstrate this, grab a chair and hang your leg with the ankle weight. You'll immediately feel tension in your leg, whereas sitting down rarely makes that sensation.
