Chad has a large social circle and social connections. He can bully incels then fall back on his social circle. If the incel tells his social status goes down more and he will be ignored or laughed off by the teacher (I never reported ANYONE for ANYTHING throughout my time in school). Now if I as an incel does anything back then I will get in trouble due to failo and the Chad will not. The Chad will make stuff up and I will lack the social intelligence to properly point out his lies.

When I was a kid, bullying was extremely rare, people were much more sociable, including children, there was no lonely kid sitting in the back of the class, simply wanting to be left alone and becoming a target for bullies; also the education system is different than in US, students don't go from class to class for their courses, where at each course there are different people; the teachers come to one class, so a whole class of students is a tight unit of people that will spend a lot of time together and become very close.

Trust me so many times people have been given good grades based on the fact that they are good looking. Many girls in my class get good grades SUPER easy because ofc, they are girls.
