Some people have a view of genetics that makes it appear as though it is distinct from the environment. Wrong. The genetic code is one thing and gene expression is another and the latter is certainly influenced by the environment. The people who claim that race and intelligence are linked have wild assumptions like "controlling for all other factors". They couldn't possibly do that. On top of that, their conclusion is lazy in that they claim it's genetic/racial and stop there without identifying which genes code for intelligence. Basically, assume that intelligence differences are caused by environmental differences until actual gene studies show otherwise.
genes CAN BE EFFECTED BY ENVIRONMENT. The genes we correlate with “intelligence” (whatever that even means) are partly behavioral genes (Changed drastically by upbringing.)
we do know what intelligence is and it's operationally defined. There are racial differences in intelligence and the data for over a hundred years supports this. Education is the best path to help remedy this. The problem is with the rate at which the students can learn. Also having parents who are not supportive in any way contributes to the problem.
