I think even before ppl knew it was him (the night stalker), walking past him on the street would someone definetly know that he was up to something, its not normal to look like this unless you gain the aura that changes your face from raping and killing people

True, I guess it comes down to mostly having darker colouring and very sharp features.
Both wouldn't look evil if they had lighter colouring.

also contributing is lateral cheekbones projection, nasiolabial folds and leanness, if ramirez was just 10-20 pounds heavier, where would the appeal be then, i guess he'd still look good but not nearly as he was

The way his eyes have a shadow around them along with the sharp features is probably the main difference between him and Ballou.
