People with certain phds, specifically because some of them fall into the category of people that pretend to be smart and know what they're doing/saying, which I despise with all my soul

They are those people who are in specific sectors, e.g. advertising, at these large companies, trying to get people more addicted

It's likely they've hired scientists and psychologists that see the effect of different metrics, to find which ones will have the greatest lasting effect on the mind.. I.e. more priority given to it --> more reliance on it --> more for them
More priority given to it --> more effect from it --> more power on individual

They can make people like/dislike something, purely from changing the algorithm how they see fit
