Because they are used to being approached first and the man has to make all the moves. This happens in real life too, a girl might see a good looking guy in a bar, nightclub, etc. and approach him first, but most don't really know how to initiate an interesting conversation, flirt, attract attention, etc. so they would just go and ask a stupid question, like what's the time or ask for a light and then just wait for the guy to do all the work. This indirect approach also gives them the chance to avoid a direct rejection if the guy is not interested in them...
