I'm fucking 16 and have a flat brow ridge. My testosterone levels are normal. So why does my brow ridge not grow?

Like others have stated before me androgen receptors are key, not just hormone levels. However, you’re only 16, so you have a good amount of time left to grow. My brow ridge was much less prominent at 16, but at 20 years old it’s noticeably larger, even to the point that people around me have noticed.
