That's actually probably not exactly what happened. He selected that area of the photo in photoshop and then messed around with the color settings, most likely. It then ended up looking like a cut-out because the same area has way different contrast and coloring compared to the rest of the photo.

That would be insanely easy to fix by simply using the blur tool jfl.
