Depends what you want it for. Acne or ageing?
In short, yes, retinol does work. Is it as efficacious as tretinoin? No.
Bare in mind that a 1% retinol may not be as effective as a 0.025% tretinoin, but may be more irritating.
What specific product are you looking at? Formula is king at the end of the day.

Well yeah.. The way that the conversion works this is almost necessarily the case.

I can guarantee you that either it's not actually a 2.5% or its being sold illegally (likely the former). In many countries, 1.0% is the maximum allowed in an OTC product (including countries that this is available in).

If clearer skin (in terms of breakouts) is what you want to deal with, a retinoid probably isn't your best option.

I should have phrased it differently, if the breakouts aren't severe (which I'm assuming they're not since you said that you don't have acne), then a retinoid isn't your best option.

It all depends on the severity of the breakouts and the rest of your skin. What is your current routine and do you know of anything that flares up the breakouts?
