25% body fat should I bulk or cut?

I know at this level of bf% you are supposed to cut but I don't have much muscle and have been eating a lot recently and slacking on my diet. I might be slightly higher than 25% rn with love handles that are starting to stick out further than the width of my chest/back, giving me hips that don't lie ffs.

I'm willing to take the temporary hit in looks/facial fat to put on some size and then cut and then start a steroid cycle.

Or should I stop backing out on the cut and just cut down to 12% body fat?

I've never had visible abs before so have always wanted to cut. My face and skin looks a lot better when I'm cutting and losing weight but I will look really small since I have shit pajeet genetics (small frame).

You definitely dont bulk.Either take steroids and cut or just cut naturally you are unhealthy.

If you feel like you need muscle mass bulk, if you want to get leaner cut. 25% seems like its alot buts its okay, just make sure when bulking to diet good so you wont put on extra bf.

Don't I have to cut? Any bulk would make me obese and I'm already too chubby

Bulk aim for 60% body fat
 
bulk until 50 for goated fat pads for eye area
 
Pajeet, how is this even a question? 25% body fat is totally unacceptable. You only bulk if you are 15% at most. You will only get fatter. Cut to 12%. Focus on maintaining as much strength as possible in order to preserve muscle
