I think so too. I think it also depends a lot on frame and physicality. Someone like Tommy Fury wouldn't be heightmogged hard because of his frame and physique. He still looks imposing even next to a taller man. Now if the shorter man has a small frame and weak body it is much worse.

frame and proportions definitely matter. For example

5'7 vs 6'2 (7 inches difference)

6'8 vs 6'2 (6 inches)

almost the same difference, but because the blonde guy looks tall proportionally he doesn't get comically heightmogged the way the short guy does, you just see two tall guys, or at least a tall guy and a freakishly uncommonly tall guy

Exactly, i saw a guy with giga broad shoulder 6'2 and weighed 95 kg next to 5'9 60 kg normal guy and difference looked like other species
