A 5’7 guy can still frame mog a 6’0+ guy because it’s all about proportions.
The 6’0 guy could technically have a wider clavicle than the 5’7 guy, but in proportion to the rest of his body it may not be a good size.
Let’s say this taller guy,
Has the same measured clavicle as manlet Tom Holland,
The manlet still frame mogs the tall guy because he has better proportions.
