Apparently the Jews have all sorts of restrictions on what they can do or not do on the Sabbath and many things are restricted to do "outside". So, they decided to invent this symbolic fence called an eruv that allows them to be "inside". These eruvs can encircle a whole neighborhood or even a city. One of the largest one is in Manhattan - it's an 18 mile wire hung up on telephone poles, that was approved by the city council but other than this, there's very little information about it.
