A Serious problem about me for 7+ years

Please read all this is serious and i need help give opininos if you love me a bit.I dont initiate conversations.I dont do what i love to do.I just flow with the sea.Or wait for others to approach.I have a massive fear of rejection.As an example if i try to talk to people and they reject me or give signs of it or just stare at me when im trying to be friends with them instead of being happy with me being their friends.I dont have the same problem with cold approaching.Just friends.Do you guys think i should message people initiating first conversations to hang out with them.Even though it will make me look like im trying hard to hangout with them.Does that make me a prey.
