About fat and deficit

Guys, I lost 30kg too quickly, so I still have like 17% body fat and 70kg (I'm 1.87cm, that's terrible)

My plan was to lose all my body fat first and then do a clean bulking, however, my deficit (1700 calories 180g protein) I seem to have gotten used to my body, I've been stagnant for almost a month and I don't know what to do, I consider myself active in the gym and I never break my diet, but it seems like my body has gotten used to my deficit... what can I do? Srry for my english
