Yes but the real question is: why that differentiation?

You cannot affect vertical height at 30 with HGH just because you are a dwarf whereas you could target penis development with androgen therapy at 30 if you have micropenis.

So there's clearly a mechanism here where penis growth is activated upon androgens and said activation is also the causant of the cessation of penile development.
