That happened because back in the USSR people at least had to follow the rules and act civilized in order not to get locked up, they had discipline. Also they were at a constant technological battle with the USA which prompted their technological buildup as well.

An average Russian however is not far off from the stereotype associated with Russians. Loud, drunk, aggressive etc. A lot of people told me how every Russian tourist they saw or met almost always acted like that.

From my experience, I've met a lot of well adjusted Russians who don't seem low IQ, but for some reason the other 50% is just full on retards, which is way too many for a nation with 145 million people.
