Objectively, it depends.

If the option is an average black man marrying an average white woman, then obviously no. It would be significantly better for a white woman to marry a white guy because they both share a 100 IQ, therefore their child would be close to this number too.
If the option is an average white woman and a high iq black guy (sounds like an oxymoron, but they do exist, e.g., yakub), then this option would be more viable because their offspring would have a higher IQ than if she married a white man, and the higher iq of a society is, the better.

But iq is not the only trait associated with heritability, levels of personality traits such as neuroticism and conscientiousness are also associated with certain races.

So basically, unless the black guy is an exception to the rule, race mixing should be opposed (obviously, blacks are just an example).

But, this reasoning is completely based on rationality and on what is the most beneficial for the society. In real life circumstances, if you find someone genuinely attractive, and if she is not weird etc, you will most likely fall in love with her.
You probably won't even be able to accurately asses their intelligence anyway.
