Hourglass shape is the last thing you want so gain some mass, develop your obliques and abs and it will fill in the gap where your waist is. Worst case scenario you have bad oblique insertions and will only make your hips look wider. See how Jon Skywalker filled his frame by building building his obliques and abs, granted he has good oblique insertions:

Hard to tell without building the muscle but I filled in my gap with pure ab training doing hanging leg raises and rarely some hanging oblique raises. If you find your lower obliques / adonis belt region grows faster then your upper region of obliques then you know you're fucked and gonna end up looking like thisis high obli

Ideally you want the entire oblique to be the same width like so although Jeff has very small hips and a wide hip cage which makes his obliques way more appealing than the above.

Instead continue to lift but at normal pace 3x a week and gain muscle slowly while at the same time invest into fashion (you got ideal skinny legs don't wate them trying to bodybuild)

I don't think you'll even be able to see because they're underdevloped. They originate on the rib cage and go down to the iliac crest (the top of your hips. This doesnt apply to OP since his hips are marginally wider. The hips will always be wider than the waist unless you have overdeveloped obliques.
