Transition from the lower eyelid to the upper cheek isn't fully smooth, which can suggest some infraorbital depth. The eye itself does not look 'bad'; the area below it appears set back in comparison. Thin soft tissue, fat distribution, cheek support, and lighting can all create the same effect.
Overall, the infraorbital region appears mildly recessed in appearance, but not for sure because the photo is so ass.
