South Brazil actually fits your criteria, specially Santa Catarina small towns (where Chico is from). 90% germanic population, cheap rent and food. Kinda hard to get a job while not talking Portuguese, unless you go for the more mixed 150k+ population cities in the same area. Still very white tho.
Also less violence them almost any place in South America, i knew and been to some small towns there that didnt had any crime happen for fucking years jfl. The girls are also not that hypergamous since they arent very rich (or at all)

Crime like all big cities in south america. But richest areas are a good place to live and are decently safe while still cheap for dollarcels.
