Well i mean that is subjective, croats are also more blonde then serbs and serbs are more blonde then bulgarians, and germans are more blonde then slovenes. This isn't a good measure to what is Balkan and what not tbh. I consider Slovenia mostly Central Europe tho still cause of history linked to Germans. For me Balkans are most of Croatia, Serbia, Bosnia, Montenegro, Albania, Macedonia, Bulgaria, European Turkey, Romania except the northern part, basically Bucharest and the surrounding places.
