Depends how bad ur bulging eyes are and what the reason is. If ur eyes are hamza tier like mine OD is probs the only thing u can do (exophthalmos) that makes a significant difference. If the reason ur eyes are buggy are like Cillian Murphy's due to enophthalmos (too deep set without fatpads) then could get a fat transfer to fix it.
