any tips for higher shoulders

or is it mostly genetics i want my shoulders a bit more like higher

Lift weights
 
you obviously have to train your delts and they won’t grow that fast if you are natural. it depends on genetics but you can always get wider and you don’t seem to have narrow clavicles, so that’s a good start.

train delts 2-3 times a week with high intensity and don’t skip any part. I advise you to do full body split or upper/lower so you can hit all muscles few times a week and can recover with proper nutrition.

side delt is the most important and will make your shoulders “wider and higher”. look into basic dumbbell lateral raises with the most perfect form you can do and slow eccentric.

for front delt seated shoulder press is good enough.

don’t ever skip rear delt, look into different exercises and see what gives you the best pump and you feel best. yt shorts is ur friend in cases like this.

focus a lot on your form and progressive overload. aim for 2 working sets to failure on each exercise. (and at least 1 warmup)

be consistent and you will see results.

i dont think its high shoulders, but short neck lol
all genetics not fixeable
 
should i bulk or stay current weight 6,2 173
stay current weight only need to bulk if u wanna be a full on body builder but ur frame is already insane how old are you
