That skin isn't loose, it's stretchy. Which is often indicative of a collagen disorder like Ehlers Danlos Syndrome. The rest of your facial features are quite EDS-esque too.

your eye area is fine, decent eyebrows, a little bit of UEE but colored eyes halo so ur fine. Ur nose is a little bit big but its fine, it might just be ur lower third thats failing u but kinda hard to tell
