Assuming you're talking about illegal mixtapes, the content in them are usually archived from various defunct Tor forums (H2TC, AiW, Scream Bitch!, Playpen, etc) and are put together into a mixtape by whatever creator. So yes, the dudes in those illegal mixtapes are psychopaths.
