They have East Eurasian (Mongoloid) ancestry at 10 to 13% which is a very large amount and even more than the Turks carry. Since Turks are not considered European genetically (Despite having 80%+ Native Anatolian ancestry), can we really classify the Finns as being Europeans?
 
If you go by pheno, many Norwegians and North Swedes wouldn’t count as “European” either. Just look at Erling Haaland. In Finland, I wouldn’t classify Karelian and their descendents as “Europeans”. Samis are another very small minority that are present in Northenmost part of Scandinavian countries.
