I do train trisYour arm does look rather small, and worse, it looks like you have a short biceps muscle belly. But you're leaving out your triceps. You know your triceps are going to contribute the most to your overall arm size, right? You haven't been neglecting your tricep isolation, have you? We ectomorphs absolutely need isolation work for our arms.

That just means you're lean and not skinny-fat. Someone who works out is going to have at least some muscle. Depending on how long you've been lifting, you may be close to your genetic limit.
