Your arm does look rather small, and worse, it looks like you have a short biceps muscle belly. But you're leaving out your triceps. You know your triceps are going to contribute the most to your overall arm size, right? You haven't been neglecting your tricep isolation, have you? We ectomorphs absolutely need isolation work for our arms.

Measure them. The average normie thinks 16-17 inches are huge. If above 15 inches and still less than 2 years lifting. You can grow more natty

In what world is that a 15-inch arm? It looks 13 at most. He's probably not going to get 15 inches without either a big fat beer belly, or gear.

Me and my friend both have 15.5 arms but his arms looks alot bigger because he has thinner bones. Size of your arms aren't always obvious especially in pics

Nobody who complains about being skinny and weak has 15.5 inch arms ffs. Stop trying to keep OP in the natty pit.

Im not that skinny, i have visible abs and a fairly defined chest, my glutes are more defined though
I just want to be huge

That just means you're lean and not skinny-fat. Someone who works out is going to have at least some muscle. Depending on how long you've been lifting, you may be close to your genetic limit. It's definitely time to inject if that's the case.

I hardly lift
I lifted for a few months when i was 15-16
Apart from that i lift every now and then, yet i still retain some muscle mass

I mean, you can roid if you want, I already gave you sources and a fairly big cycle for a beginner, but it sounds to me like you still have plenty of room for natural progress. Roiding at this point would just expedite what you could've done naturally.

Most roiders regret it later on, it comes with so many harsh side effects, it's just not worth it. You can build good enough arms natty. If it feels you're not making progress, you most probably lack the intensity in your workouts or don't eat sufficiently.
