Cheekbones can’t really be low set unless you have a deformity.
Overall mass, recession, prominence or vertical length is what may distinct high from low ones.
Although it’s only an illusion.

Jonny deep apparently has low ones but actually his zygomatic process (widest part of the face usually) looks extremely high set and right near his eyes.
