Lack of fat deposition + lack of good orbitals from the look of it. You can try to fix the coloring but I doubt you will make significant progress imo.

Try genuine volufiline for a few months; it works for some. If not, orbital rim implants are the most effective solution.

If you press the bottom of the eyes and you feel bone then it is genetic, not too bad. From the side it’s easier to see

Not gonna lie, I haven't tried vitamin C yet, but it could work.
