restaurants should be required by law to refuse them, supermarkets should set off an alarm when they try to walk in.
if they wont do the absolute bare minimum for other people in society (i.e. not killing them by spreading preventable disease) then we shouldn't be expected to provide for them in return. this presents them with a simple ultimatum: do they want to eat or do they want to be selfish? i have a feeling their biological need for nourishment will prevail.
