just wondering if its truly over or if i can save myself
 
it's over when you are dead.
bones remodel and change to the environment at any age, its just that it becomes harder after childhood and puberty.

okay, lets put a hypothetical example, 15-16 year old with inadequate mandibular CW development. could they realistically do anything to achieve CCW rotation without surgery or orthodontic appliances?

yes, mew and jut and do towelpulling + thumbpulling consistently (but makesure not to overdo any) for months
nothing is guaranteed but preventing recession IS

arent all of these cope
 
ppl are pessimistic and not steadfast enough to do it consistently so they call it cope
you might as well try it there's no risk of harm if you do it correctly
