At what age does the facial bone structure stop growing and changing? It is clear that it takes a long time to develop, but at what age does the change stop being significant?

Depends on age and lifestyle
 
Tbh it depends on when u started your puberty but on average 18-22.

Don't listen to retards saying 16.

From personal experience (what I've seen: friends, family, etc.) It's usually around 20 years old when people stop developing facially. Most people genuinely will look completely different at age 20-22 compared to when they were 15-16. Facial development is not like height.

This is not bone development, it's loss of babyfat.

Bones in your face stop actively developing after puberty and the temporary sutures ossify, around 20-22 as ppl said.
The actual sutures (cracks) between bones remain almost until you die meaning significant facial development is possible but challenging even in adulthood, and changes would need more force and precision to execute.

my maxillofacial surgeon said i have to wait till im late 19 to early 20 before they bimax me so skull is finished
