It will be zonal rather than across the board lockdown. They have enough data and know the problem areas. Its pointless locking down a whole country when you can just lockdown the problem areas. Testing is now being done regularly where as before it wasn’t even being done at_all_ which is why they did lockdowns in the first place.

Every European country operates differently but closing of borders would be the first step. Capitals would get locked down for sure if there was a second wave. They know more about it now than they did before. Already masks, hand sanitizer, telling people to wash their hands etc has without a doubt made a tremendous impact as well as the social distancing
