That's a very naive assumption. Nuking a country (like Israel) that has nukes, isn't going to be like just erasing it from the map in an instant, but they're far likelier to disastrously respond with similar force. Idk if you mean Russia, or China, because America is about as likely to do that as Iran is to form an alliance with Israel - it's virtually unfathomable to even imagine that would ever happen under any circumstance.

Putin said he would be willing to use them if Ukraine/NATO jeopardize their sovereignty, or something to that effect. We're not in a time now where nukes are just an abstract meme to see which world leader has bigger balls. It's a serious threat.
