development isnt controlled by genetics, genetics determine ur baseline. for example if someone has genetically a skull with lower set cheekbones, he will suffer the affects of it in his aesthetics. but that has nothing to do with development. development refers to growth of what u were already gonna have such has mandible, maxillary width etc.
