Of course, we need military bases near China's border. But we also need bases in India, Myanmar, Tajikistan, Kyrgyzstan, Kazakhstan, Mongolia, and Russia/Ukraine (wink-wink.)

Knowing beforehand about these coming troubles, here comes Crowdstrike, I would go ahead and control the doom by selecting individual cities, towns, and business districts and shut their power and phone services down. At the same time, I would keep the powered folks updated through my massive bulletin board system who do what I command—the NEWS. Then I'll go ahead and shut the powered folks down while restoring the previous blackouts. Pretty slick, hey? Touché.
Having my creeps listen in on phones (with cellular service, wink-wink) and staying in touch with LE, mayors, governors, I'll have a good idea when the folks are diehard for food, clean water, communication comforts, etc. Using FEMA and the Red Cross, I'll scatter them throughout the nation. Preferably, on the border of the NO-ZONES. However, ugh, gotta get the soldier slots filled, or we'll get our asses kicked, I'll use the PUMPS (Pop Up Mobile Power Stations) to get those draftees where they belong... on the frontline! Of course, if you have a military background and are not too old as fuck, you're in! Knowing we'll have many stubborn draft dodgers, I'll go ahead and offer inmates lifelines and empty their cells for the new inmates. Turn a convict into a soldier, turn a draft dodger into a convict. Clever, hey? Touché.
If we don't beat China at their own game, they're going to eat us. Those people are hungry motherfuckers. They will eat our flesh and organs! They will eat our dogs, cats, birds, aquarium fish, they will eat us!
